Philip injured his right shoulder while working as a process worker. He underwent surgery and was left with a lifting restriction. He was referred to Return to work assist on 19 October 2011 as he was no longer employed when his workers' compensation claim was closed.

Q-COMP has issued a number of policy guidelines to ensure consistency across all insurers in the application of the Act. One of these relates to section 93 and the retention and disposal of claim files by self insurers. At the moment, self insurers are required to provide secure storage of the hard copy paper statutory/common law files for 50 years from the date of last action unless approved otherwise by Q-COMP.
A number of insurers have asked us whether electronic storage via scanning is an acceptable means of storage. Q-COMP is currently considering this proposal, but we must first ensure that the process is consistent with the Queensland State Archives policies and guidelines, and is acceptable in Court proceedings in accordance with the Evidence Act 1977. Q-COMP Board approval must also be sought as this will result in a significant change in the manner in which records are kept.
